Dubya’s stupidity was a feature, not a bug. It was a way to excite the uneducated conservative base, who were tired of having to vote for smart politicians who didn’t seem to represent them. It also had the feature of enraging liberal intellectuals. Nothing pleases conservatives more than doing something that liberals disapprove of, even if it’s disastrous for the country.
